Is it safe to assume that the data was recovered based on how it was saved,

I'm not certain, but I believe that's true.

and the data is saved based on how it's written to actual disk (block
level?).

Not so much block, as by dirent (directory entry).

 Obviously, 'ls' displays things in alphabetical order, but
does NetWorker back up files in any specific order?

My guess is they get backed up based on the order that their directory
entry is stored in the directory that contains the file.
