I would guess that it's a limitation of the SAN hardware.  Look specifically 
for the "Fan-Out" and "Fan-In" specifications for your tape library.

I say this, because it's not Networker that is losing the devices, but rather 
they are disappearing from the SCSI bus (according to inquire)
