Before you started your NetWorker server software, did you do this:

NSR_SUPPORT_NETWARE_4X=1
export NSR_SUPPORT_NETWARE_4X

That can be done from the shell for testing, but you'll want to add it to
the networker script once you've verified that's the problem.
