Does it not work, or does it just take a while?  It's going to force
unload all the drives.  If there's nothing in them, it takes longer.  By
unloading the drives before restarting networker, the command will take
a long time.

There's no command to do exactly what you want in a single step.  While
networker is down, you could go into the jukebox resource and each of
the device resources to clear out the settings for the loaded volumes.
If you got it all right it would work, but I'm uncertain exactly what
the correct configuration would be.  The jukebox resource is pretty
straightforward, but I'm less certain about the bits in the device
resource.

'nsrjb -H' takes longer, but it handles all that.
