[Networker] Autostart of groups that run at intervals less than 12 hours fail to start

OK, I think I'm up to bug/odd behavior #6 today in NW 7.3. Did this
product go through a beta at all? :P
Anyway, it seems that groups that were previously configured for an
interval which is less than 12 hours have inherited the default value of
the "restart window", which is 12 hours, but the restart window may not be
larger than the interval value. And I guess this makes the group start to
fail. I can't start it manually either, until I correct the "restart
window" value.
Nasty behavior if one doesn't discover it in time.
