If you want to do this (and I usually don't), then you need a server
with both types of drive attached. Then you'd either stage or clone the
savesets on the old media to the new media.
If I did do this, I'd probably wait a while for most of my short-term
retention savesets to expire. That should reduce the amount of work
significantly. Then just stage or clone any remaining unexpired
savesets.
