You can turn off the automatic staging and script the staging process to 
start at the end of the backup. I will put a sample below.

stage11 =       staging device name
ppd.stage =     temp file
ppd =           pool name

mminfo -avot -q volume=stage11 -r "ssid" > /nsr/logs/ppd.stage
/usr/sbin/nsrstage -b ppd -m -S -f /nsr/logs/ppd.stage

Is there a way where I can restrict an automated staging rule from during 
the backup window?
 
I want to restrict it to just daytime hours to ease the burden on 
available resources.
