[Networker] How can I create a client directive to fix this?

I'm having trouble getting a client side directive to work properly. I
have considered using a server side directive, but the server side
directive is getting a bit long already, and I've heard that if it
exceeds a certain length, there can be problems? We're running an older
release (6.1.1 on Solaris), and this problem may have been fixed in
subsequent releases. Anyway, I have two nsr client resources. Resource 1
of 2 lists the following saveset:
/a/exports/data/data0
and uses 'Unix standard directives'
Resource 2 of 2 lists 'All' and also uses a custom directive to skip
and/or null some other path names, but not data0. Additionally, for the
client, I have the following client side directive located under
/a/exports/data:
<< data0 >>
+null: .?* *
When I run resource 1 of 2, nothing gets backed up. I guess I don't
understand why the .nsr file would affect this since it's located one
level up from the path (/a/exports/data/0-data) that's specified. I
would understand if it was located inside data0, but it's not. I want
the index entries to remain after resource 2 of 2 runs, so this is why I
have the null directive. How can I do this if I want to use a client
side directive?
Obviously, I can't put a .nsr file inside data0 since this would force
both resources to always null it. Likewise, if I specify "<<
/a/exports/data/data0 >>" same problem. If I try something like: "null:
data0" then that will only null out the directory and not it's contents.
I'm concerned about adding yet more entries to the server side custom
directive that I already have in place, so how can I do this?
