I'd have to argue that point as we extensively use this feature. 

The important part is to set the pools to allow "Recycle to other
pools" and "Recycle from other pools" to Yes.  We do this thru the GUI
-> Media, Pools, View, Details, select the pools you wish to allow to
be recycled to and from and change the default values (which I believe
are No and No).

One gotcha is if the Recyclable volume is quietly set as Read-Only
which is fixed by using nsrjb to set notreadonly followed by setting
them recyclable again.

Another is that I don't believe you're allowed to recycle to or from
the Default pool.
