I haven't tried cloning NDMP volumes, but it appears that you can. Try running 
the following command:  nsrndmp_clone [ -s server ] [ -b pool ] -V { -f file | 
volumeid ...} or nsrndmp_clone [ -s server ] [ -b pool ] { -f file | volume ...}

This should work for you.
