The first thought is to pass the notification through a script to not
mail it unless one of the not-always-full partitions you're backing up
comes back with a level=full  Or the script could do something that
looks at the schedule for the client and determines if this from a full
or incremental backup, but that's getting more complicated.

You can create multiple client instances for each client (so they show
up in the client list twice) with different groups, retentions and
configurations.  You could make a new instance of the client that only
has incremental backups (and skips the days where fulls occur,) and
adjust the original instance to only do fulls.  The problem is, they'd
still get the emails for the skips (if you did a full on sunday and
skips the rest of the days, they'd still get a 7 emails and only
care/want one.)  But level=skip might be easier to filter than
level=full
