That's correct. Both Network and Power Edition licenses come with 10 client connections. If you need more, you will need to purchase additional packs.

I was under the impression that the Power Edition is a license for 100
servers by default and you buy additional Client Connections beyond 100
servers only.

You can probably find this information on Legato's web site. Under my
license at least, the Power Edition comes with ten free clients, not 100.
