Running nsrim -X on the backup server will resync client index and media
database.  This will usually release such volumes that are not marked
"recyclable" but have all their savesets expired.

And to front the next question, AFAIK, there isn't any good way in
Networker to see the dependency chain for volumes.  The easiest way I've
found is to run

  mminfo -q !ssrecycle,!recoverable,volume=TAPE

for TAPE that's not recycling and see what's listed.  Then, look at the
index for the clients listed (the unix nwadmin has a tree-like listing
of saveset dependencies that I haven't found anywhere else.)  Then you
can search again with mminfo by ssid (or just client/name and time) to
see the volumes keeping the first volume from recycling.
