Hmmm...I'm on a Solaris box running Networker 6.1.4 and my man pages are
different for clflags:
clflags NA 5 The clone flags summary, one or
more characters from the set aisEF
for aborted, incomplete,
suspect (read error), eligible for
recycling and finished (ended),
respectively. This summary reflects
the status of an instance of a save
set.
Hence there should be at least an "F"

Both ssflags and clflags say that:
ssflags NA 7 The save set flags summary, one or more
characters in the set CvrENiRPKIF, for
continued, valid, purged (recoverable),
eligible for recycling, NDMP generated,
incomplete, raw, snapshot, cover,
in-progress and finished (ended),
respectively.
clflags NA 5 The clone flags summary, one or more
characters
from the set ais for aborted,
incomplete,
suspect (read error), respectively.
This
summary reflects the status of an
instance
of a save set.
Looks like a sloppy bit of copy and paste, because you're in trouble
when you have any character in the latter. A simple test for a
"reliable" copy is that the clflags are empty.
