While the 24 for the server is important, the actual multiplexing would
depend on how many drives you have (and possibly what 'target sessions'
is set to on the drives).

For fast clients, you may not be getting much of a speed benefit by
running that many savestreams. You might be able to back it down and
not lose anything.

Find which group is running and see if it's set to do automatic
cloning. It looks like it is, so you should be doing several at a time,
not just one.

Do you run multiple groups at the same time, or is this group the only
one running?

Yes. In fact, that's the default. However, if you were to script
something, it's possible to do it one at a time. I was worried that's
what was happening.

During cloning, I often try to examine the drive throughput. On
solaris, i'd use something like 'iostat -xn 5'. That would tell me the
speed of each of the tapes, as well as their I/O capacity.

If one tape is reading at full speed and another tape is writing at 12%
of that, then it's usually the case that the multiplexing is getting in
the way of the cloning.
