Craig,
Staging is done on a device basis, so as you guessed, you would need to
seperate it out if you are strictly using the policies in the GUI. Or you
could run nsrstage from command line coupled with an mminfo command to feed
in only the full SSID's.  There is an example in the man page you can build
upon.
