If anyone knows another utility for windows on this subject (or how to
get the www.sysinternals.com tools to work as Carter mentioned) I would
greatly appreciate it!

The lsof command works on many platforms, and is source-available.
Many commercial platforms come with the much-less-able `fuser' command,
which would likely work in this situation. You could also find this
information using a kernel debugger, but that's more of the Zen master
approach.
I wasn't aware of the technique you used, and it's useful for some of
the stripped down boxes we have that don't have lsof installed. Nice
trick.
