In my configuration;

Recycle From Other Pools set to "NO"

This problem appears;

After legato 7.1 upgrade & jbconfig after new version.

Do you have Recycle From Other Pools set to "yes" for that pool ?
This is one more condition required in case you want to relabel volumes 
  taken from other pools. Otherwise only volumes from the current pool 
will be eligible for recycling.
