I'm a little confused about the problem also;  you have:

a.) volumes that are not expiring - ie. not becoming recyclable?
b.)You have 2 clients for which you say there are no index entries in
saveset recover ?


How about some more info.   For one of the tapes that is not expiring do
a mminfo -a -v VOLNAME | egrep "clientmissingentries"

Also for the the volume not expiring how about an:
mmminfo -a -p VOLNAME


These 2 clients without index entries; I assume they are no longer backing
up?   A first guess would be, perhaps there are other savesets depending on
these ones that have not recycled?
