One thing you will want to do, is make the tape drive is enabled  because 
Networker will loop if it's disabled  or in service mode.
This is a know bug.

Hi Ed,
  I have an update from Engineering now.  This escalation has been closed and 
with a designation of "will not fix"  The reason is
related to the fundamental changes that are required and as such will not be 
appropriate for implementation via a hotfix.  There is
currently an RFE LGTpa56930 which is addressing major architectural changes for 
nsrjb in future releases of NetWorker.  These
changes would not occur in a maintenance release such as 7.1.2 etc.  I have 
added your name to the list of interested customers for
this issue.   Hope I have not disappointed you too much.  Let me know if it is 
ok to close this case.
