Tapes don't work that way.  You can do that with disks, but not tape.

You cannot write to an earlier section of the tape and still leave the
end of the tape readable.  That means that whatever day you write to the
beginning of the tape will require that all the other data on the tape
be recyclable.

Correct.

That's correct.  Note that although Networker requires this, it's a
consequence of how tapes work.  The same thing would happen if you were
using tar or dump.
