run now "mminfo -a -q volume=CV0042 -r volume,ssid,client,name,ssflags"
For what I saw, the volume global state is eligible but not
recyclable (missif r flag) like for CV0067
This should give you more info for aborted backups or failed ones.

My 2 cents.... the tape can be just readonly because
of a media verification failure.
run mminfo and add volflags,sumflags in reporting fields.

Is that actually possible? I can't say I've really attempted to create
such a volume, but my impression is that recyc implies readonly.
