"Writeable" means "writeable for a backup".  You don't want to put any
new data on a tape that is recyclable, so Networker marks it read-only.

The 'read-only' flag in networker does not mean that the tape cannot be
recycled, only that backups can't go on there until recycling.

If Networker wants to recycle the tape, it will.  Once done, it will no
longer be marked read-only.

If you think it should already have been recycled for some reason but
isn't, you'll need to describe the environment more.  Is the volume in a
pool that is requesting tapes?  Do you need to set 'recylce to/from
other pools'?
