To solve the issue, there's several points :
- backup you license informations (enablers / auth codes)
- remove all the Oracle licenses from the backup server
- start a backup of your Oracle database
- an Oracle license is now requested ...
- add your Oracle licenses

You are running NW 7.0, it is recommended to upgrade to 7.1 (no upgrade
enabler is required). In addition the release 7.1 includes a solved bug
regarding SAP/Oracle.

Optionnally, upgrade your Oracle agents to NMO 4.1
