I need to wipe out the current Networker 7.0 settiings and re-run the
jbconfig. What is the best way of doing this?

Delete the autochanger and then the associated tape drives using the
GUI or nsradmin command line tool then re-run jbconfig.

Very dangerous: you can also start over from scratch, loosing all your
backups and any other configuration information you may have entered,
by shutting down the server and moving the /nsr directory out of the
way. When you restart the server, it will create a new /nsr directory
and then you get to enter all the clients, licenses, groups, etc.,
again..
