Or you could put as the backup command "save -i", which will ignore any
local directives.

Yes, this is perfectly possible, I have done it myself.

The only thing I might consider is how to back these stored files up.
NetWorker will skip them due to the directives in local directories. You
might perhaps tar or zip them up, then you can save space and solve this
problem, killing two birds so to speak.
