First of all change the ownership of the file to root.  Then change it to
4755.  After that you should be good to go.  If not you can place a more
restrictive group on it.

Does anybody know how to configure nsrjb to allow non-root users to execute
it?

I tried the resolution from Legato Technical Bulletin:

chmod 4755 nsrjb
add userid in NetWorker admin list

still not working.

environment: AIX v4.3.3
Networker: v6.1.3
