These have been changes where a new group or id was added to an existing
path in a directory tree. I have isolated it to where a new permission was
added to one part of the tree.

Be aware of the problem-at-the-keyboard-journal(tm) bug ;-)
If any user (administrator) by accent changes the name of a directory
then this will be recorded in the change journal. Even if this happens
by mistake and is renamed back immediately, the damage to the backup
will have been done already. If the changejournal is used then the
complete tree will be backed up in the next incremental ;-(

I have run into that several times on 6.1.1. It seems each time it
happened
there was a utility used to change permissions. The archive bit was not
turned off until a full backup was run.

Are you sure about that? I thought any backup ought to clear the archive
bit.
