In general, without using extra software such as SmartMedia, AlphaStor, or
some silo software such a ACSLS, no.

The question has to be asked, why would you want to do this? If you had a
jukebox with volumes in it, which server would own the volumes? How would
you stop one server overwriting the data on the other server's volumes? If
you attempt to control the same library with two servers, which one would
win?

There are exceptional circumstances where you could do this WITH EXTREME
CARE. If you had, say two standalone drives, or two separate libraries, it
would be possible to control them from two servers. Each standalone drive
or each library (and all drives within) would have to be defined
exclusively to the server owning it. This will work, and I'm sure that
there's a reference to it somewhere in the docs. However IMHO, such a
configuration is best avoided. You must never introduce a situation where
both servers have the same drive or the same library defined on them.
NetWorker will complain if you try to do this, the nsrmmd will be started
by the first server and the second will give errors. The daemon.log on the
storage node will show access violation errors.
