I think I've gotten it all figured out.

For us compression is set via the Sybase Module for Oracle's script nsrsyb. 
Since we have it turned off, we're not doing compression.

As for the backing up to disk, I've gotten that too with some hints from 
various 
people and noticing that I needed to manually mount the volume I created with 
the Media->Devices->Volume Operation->Mount command. Now all works fine!
