It looks like a problem with your /etc/syslog.conf file.
Crosscheck it for duplicate entries.

Folks,
I recently upgraded from v6.1.1 to v6.3 and now discover that all
entries in my messages file are duplicated. Does this ring
any bells with anyone? - I can't find anything specific in the
knowledge base or archive.
The server host is an Aplha ES40 running Tru64 v5.
