Paul Esson hit it on the head: I needed to add -o largefiles to the mkfs
command to enable largefile support. Once I did that I was able to create
the 200 GB filesystem quickly and restore large files to it. Pauls
suggestion was:

mkfs -F vxfs/ufs -o largefiles special_device size

I used mkfs -F vxfs -o largefile <raw special devicename> and all was well
with my world. Legato networker restoreal of 100 files, many of which
that are 3 or 4 Gigs in size, is now proceeding without "skipping file too
large for client file system"
