Yes.  Browsable = client index entry exists.  From the nsrinfo man page:

       The nsrinfo command generates reports about  the  contents
       of a client file index.  Given a required NetWorker client

The bottom line is that the index entries have to exist.  If not, then you
will have no choice but to scan the tape, which is painfully slow.  I have a
small enough backup domain and a large enough file system that I have the
luxury of setting the browse time of all of my clients to 1 year, which is how
long we keep our fulls.  I only keep incrementals/9s for one month and
'tweeners (level 5s) for 6 months so I manually recycle the tapes.  But this
is great if I want to know what is on a full backup from a year ago.  Thank
goodness 15 GB indexes are a breeze for Networker unlike the days of 4.X
versions!
