You are wrong.  Legato announced support of Veritas cluster on Solaris
for 6.x last week.  The "very real support" is targeted for NetWorker
7.1 and Veritas Clusters are to be licensed in the same way as any
other 
supported 3rd party cluster application then.  However, I agree with 
You about Your steps.

There are also failover scripts for NetWorker server in Veritas
cluster
by Legato support or some better 3rd party support companies (we have
one customer running this for example).

Yes,

However, Networker is not 'aware' of the veristas cluster, so you will
need to add a client for each physical nodes with saveset=all (which
is
normal) and a client for the clustered filesystems, with as savesets
the clustered fileystems (not All). Another thing to do is use as save
command 'save -c <virtual client>' to have a seperate index for these
filesystems. 
Makes restores easier, but remember to use recover -c <virtual
client>.

Note that you will not need a cluster license, not now, probably not
ever (Veritas cluster/backup vs. Legato cluster/backup marketing
people do not get along very well...)
