This bug is the same problem as BugID:4175750

If you use the command savepnpc, and your backup fails, savepnpc leaves a
<group>.tmp file in /nsr/tmp. If this file exist; both pre- and post
commands
won't be executed.
Work Around Top

A work around of Bug ID:4175750 doesn't work fine.
The work around is as follows:
  Add "rm /nsr/tmp/<group>.tmp" to the pre commands.
But the pre commands can't be executed when /nsr/tmp/<group>.tmp exists.
