A while back, we were having a problem with our tapes not recycling
automatically.  I had read on this list of other people having the same
problem.  Our last resort fix was to upgrade to 6.1.2 but we decided to wait
for 6.1.3.

In the meantime, we lost our index during a system crash and had to rebuild
it (again).  After the rebuild, our volumes started recycling properly.

Hey, it worked for us, maybe it would work for you...
