If name resolution was the problem, we wouldn't get a backup at all.
That is, unless your primary nameserver was failing to respond but you had
a secondary (or tertiary?) server that =did= respond.
Then, on each lookup, the server would have to wait for the query to the
first server to time out (usually 10 seconds) before going on to another
DNS source.
How long is 10 seconds times 780000?
