If that is the case, what is the purpose of a using this library?  I would
need someone to monitor Legato to eject tapes as they are marked full and
mount a blank so the backup can continue.  That does not sound efficient at
all.  Is this lack of auto-eject a Legato issue?

What are you saying here? Are you saying that you want them to eject but
they don't? If so, it could be because this setting only applies to shared
libraries. If you don't have a shared library the tapes will never auto-
eject.
