even if I start thereafter jobs with prio 14 or 9 the status say:

higher priority jobs to finish
  2241 Increme  fileserver-pv1.2014-07-01_14.00.38_12 is waiting for
higher priority jobs to finish

Hmm, found the solution - the prio must be on all jobs the same!

Will try with "Allow Mixed Priority = yes"...
