I think bacula uses a single counter for all auto-labelled volumes.

No. You can configure a Counter Resource, i.e. http://wiki.bacula.org/doku.php?id=bacula_manual:the_counter_resource

If
you want to create a certain sequence, I guess you'd have to label the
volumes manually.
