Here you need to add Maximum Concurrent Jobs = 2.
Default value (if you do not declare it) for Maximum Concurrent Jobs
for Storage resource is 1. So, in described by you case this barrier
blocked your next backups. You should set here value 2 because of you
have two tape drives in your tape library.
