At bconsole:
*update pool=File
*update
Choose catalog item to update (1-4): 1
Select parameter to modify (1-18): 13
Select Pool resource (1-5): <SELECT THE NUMBER OF YOUR POOL>

However, probably you'll not be able to append data on Full volumes 
until you Recycle them. Don't know if you manually set them to Append 
status works...
