I don't see anything on quotas being turned on in /etc/fstab and the free
inodes on the file systems is way high.

Is it possible you have quotas turned on? Is it possible there are not
enough inodes?
I assume these are not the reason because you mentioned this is a new
server, but maybe it's worth a try.
