'list volumes' merely queries the catalog (the database, that is) for
the list of volumes known to Bacula, it's not about showing you info on
something physically present in the device at the moment.

Now, to actually see what your SD thinks about the tape, try running
'status media' or 'status device' commands and see if the volume is
actually mounted.  You can mount an inserted volume using the 'mount'
volume from bconsole.  If you need automounting look if you have the
AutomaticMount = yes
statement in the Device section describing your tape drive in the SD
config file.
