badblocks will often find motor failures as well. If the motor is
going to fail, it will often fail very early in the life of the disk
(i.e. the first part of the bathtub curve.) By spinning up the disk
for the badblocks test and spinning it down implicitly afterwards, you
are exercising a number of failure modes before you rely on the disk.
