I would strongly suggest to use linux as a base for Bacula for you - 
Windows is, due to lack of developers - not as supported as linux and 
other unix(-like) systems. For example, the current version 5.0.0 
doesn't even build and install the DIR and SD for Windows any more, so 
you'll end up needing a linux system anyway once you want to upgrade - 
to create the SD for Windows yourself.
