I was afraid that might be the answer. It occurred to me that the spec
might be named based on the capability it provides ("bacula") rather
than the package it installs.

I apologize if my post was off-topic. I thought about subscribing to the
developer list, but honestly I don't feel my Bacula knowledge is yet
high enough.
Should I contact the package maintainer off-list with my proposed patch
to the spec file, rather than having posted it here?
