The directories themselves have default permissions i.e. SYSTEM with full control, administrators etc.. and Bacula is running as an administrator.

Any help would be greatly appreciated.

    I believe the problem is because it's considered a form of Symlinks, you don't really need to back these up anyway.

I.E. - C:/Users/Administrator/My Documents, should be replaced by C:/Users/Administrator/Documents

    I used a persons template to compile my own fix up for Vista/Windows 2008, you can feel free to modify mine and play with it if you desire. 

You might have to put "Enable VSS = yes" after "Name = "whatever":
