If that's the case it would see to me that the configuration is wrong
or got changed and its wrong now.

I would reinstall bacula

aptitude purge bacula
aptitude purge bacula-director
aptitude purge bacula-sd
aptitude purge bacula-fd

then
aptitude install bacula
aptitude install bacula-director
aptitude install bacula-sd
aptitude install bacula-fd

start it and see if it works. Change one thing, restart it and see if
it works, change the next thing and restart it and see if
works......etc...
