In short, you can't.  You can if you alter the mtime of the file.  This 
file was not modified since the last backup, so it was not backed up.

I suspect the file was "moved" into the directory.  Hence, the mtime on 
the file was before the last backup.  In which case, it was not backed up.

This is working as expected and is not unique to the Bacula product.

There is work underway to cater for such instances in a future release.
